What is federal work study for?

I read about it on my college's financial aid page. They wrote you cannot use it to pay tuition, fees, meal plans, housing, etc. Basically all major school fees. So what is it for? How are you supposed to use your earnings? I always expected you could use it to pay for college until I went and read this.
