Is this the only fix for the economy from Reps. to put everything on the backs of the middle class?

I think the tax rate should only drop on the rich once they prove they have created X number of permanent jobs in the USA... Then I have no problem helping them out to improve their companies the deserve to make a profit they have made the investment. But they need to prove job creation for more tax breaks...
