Do I need to verify my alertpay or paypal account to receive payments online?

Do I really need to verify my accounts first? I already have an paypal and alertpay account, but it's not verified. I tried to withdraw my earnings in RTSBUX but it's still pending. How long before I receive my payment? Does it takes 7 days or more? Is that how it works? Every time I cashout It will be pending? before receiving it my account. Actually it's still pending right now, I don't know what to do.
